Hello, Starting with IPL areas: Fires and Civil protection

- Nothing to discuss on fires, hope every body accepts it;
- On the civil protection:
-- I got the feeling that we could name the field on this, and not on national security, but if you prefer to have National Security, we will have to put civil protection as one of the 11; But I would prefer to name the group as Civil Protection.
-- The suggestion of evacuation, I think that it is considered within the emergency management, and some of it in the logistics problem, but I would not considered evacuation as one of the 11 Key words/competencies;
--I agree that food security is an interesting perspective that we could insert;
-- But Coordination and leadership is a very important competence that needs to to be on the 11, and it can determine the success of a mission or a group so I would keep it there;
-- I thing also that Legislation knowledge is also a key competence in this field because even in emergence the law is a main factor, so I would keep it there;
-- Considering that the risk area is kept in the industrial security area, and that search and rescue is considered in the Public security I would organize it this way:

National security
1. Civil Protection
2. Emergency management
3. Coordination and Leadership
4. Planning and GIS
5. Disaster cycle
6. Food security
7. Logistics
8. Legislation
9. Security culture
10. Self protection
11. Public health

Commenting on the others:
- I would prefer Energy security and not Energetic security;
- Collective defense, collective protection and civil protection are not too close concepts to be considered as different keys?
- Also for hazardous substances and the transport of dangerous substances, that are also very similar in concept;

In general I think the work is quite good, missing only the environmental part, that I think it needs to be there. So I ask if you need any help on that?
